There are basically only two main programs on the market that we have seen - Ligature and ABBYY FineReader. Both get varying results but are really meant for books, not manuscripts. For hand written manuscripts, they would need to be trained to a specific writing style which would render the OCR process very costly and long since the training will not work across different manuscripts.
