Rose,

This may or may not be mold.  Does it look like it's flowering?  Does 
is smell?  There are many environmental causes for white stuff on 
books.  It's better to be safe than sorry, and if these books can be 
replaced, throw them away and buy new ones.  They can be cleaned 
fairly easily.  Mold is contagious, so until you figure out what it 
is and deal with it, segregate the books.  Finally, go to the 
Northeast Document Conservation Center at

The NEDCC is the best resource around for any preservation questions.
