Many years ago I used the attached which I found on the AJL website to persuade the senior rabbi that what he wanted was a synagogue library rather than a meeting room with books in it. The space in question had been a meeting room for years. While it doesn't speak to the question of publicizing donations [helpful postings already] it does speak to the overall structure needed to support a synagogue library including a budget line item for purchasing and replacing materials and more.
