The parallel title can be anywhere in the work. Some publishers are nice enough to put in some place easy to find (title page, or at least on the t.p. verso, the at the end of the book in an alternative title page or a colophon). If the title translation comes from someplace weird (such as the publisher’s website) you should say so in a note.

The English title does not appear on the title page of the book. It is on another page as reflected in the 246 field. My interpretation of the RDA and AACR rules is that the 245 is a transcription of the title page. The parallel title is in the 245 only when both titles are on the same or facing pages.
