Take a look at PL/J for postgresql. It runs java as a daemon application server 
separate from the postgresql backends to process the java procedures while 
still allowing access to postgresql SPI calls. The procedures are installed 
into the java app server instead of postgresql directly. I imagine something 
similar could be created for haskell, but I suspect postgresql's odd type 
system would pose formidable challenges.
