Hello, I suspect that hackage.haskell.org does reverse DNS lookups, which results in extremely long response times on some misconfigured networks (over which I have no control, unfortunately). See [1] for the detailed description of the problem.
So, could someone please turn reverse DNS lookup off? If I may take a guess, it's probably caused by Apache configuration — such as HostnameLookups directive, %h in the log format or something like that. (The same problem is observed on hackage.haskell.org/trac, so it's not specific to the hackage service itself.) Please let me know if I can help you with this.
