I don't think it's true that completely everything is broken. When I 
looked into this, I managed to send an email while logged in as the web 
server account by telnetting into the appropriate port. That was about 
as far as I got, though, because I couldn't find any logs for Trac or 
for exim (which I think is the SMTP server that's running on lun?) that 
I could look at for complaints.
