Hey new admins,

We've had a few folks mentioning that the GHC Trac registration
page is not working.  If someone could investigate that, that would
be great.

There were also a few quirks with the migrated Trac installation.
The few I could name:

    - Redirects stopped working (this should just one plugin being
      turned on)
    - http://ghc.haskell.org should redirect to the Trac rather
      than give a useless homepage
