It's not SUID root, but needs to be, I believe:

$ ls -l `which addtoproject`
-rwxr-xr-x 1 root root 13075 2014-04-05 18:52 /usr/local/bin/addtoproject
$ grep "^SUID" /home/admin/scripts/Makefile 
SUID_PROGRAMS  = addtoproject crontabfor createtracdir givetracdirtowebserver
SUID_PROGRAMS += createlist
