FWIW this seems legit. Google indeed sends notice to webmasters to let them know they get their ranking lowered because Google discovered "bad" links (think content farm). The threat to use "Disavow Links" is, I think, suggested by Google themselves in their notice.
Here the links seem to be spam posted on trac (they should be removed even without such a request).
