I've received a request from the Haskell website working group to make a
modification to Stack to simplify the new user onboarding process.
Specifically: change the default behavior to --install-ghc, meaning that if
you run a command like `stack build` and the appropriate GHC is not
installed, it will automatically download and install it for you.

Since the change is trivial, I've opened up a PR:

https://github.com/commercialhaskell/stack/pull/3231

If you have a feeling on the topic, please click on the up or down vote
button on the PR to express it.

Thanks!
Michael
