By "The old Hugs system", do you mean Hugs 1.4?
I ran into this behaviour with Hugs 1.4 just a few hours ago,
on the code shown below, and I found it quite confusing.

        randmax = foldl1 lcm [6, 8, 100]
        ...
        main = do
                rs <- randomIO (1, randmax)
                ...
