It's called "Haskell Proposal: Syntactic Sugar for Arrows"; I posted a
URL here in January, and it's linked from the Future of Haskell page on
www.haskell.org, or just go to

However, I've just rewritten it, so it collides with your stability
criterion. (It also links to some other arrow-related stuff.)
Perhaps Sven could add it to the wish list.
I would also appreciate any comments people might have on this stuff.
