It might be easiest to support Docbook output in Haddock and to generate all other formats from that -- including "man" a.k.a. nroff. Adapting the HTML output for SGML or XML is probably less of an effort than writing a new driver from the scratch. In any case, I too would appreciate generated man files for Haskell modules.
