I'm not really maintaining inferior-haskell-mode. For what it's worth, with the different interactive mode (i.e. mine), hitting :q kills GHCi, it prompts you to restart, you hit "y" and then it cd's back to the directory it was at. It's easy to handle misbehaving GHCi.
