I did say that when you install Perl from source, then it is entirely reasonable for CPAN.pm to ask a bunch of questions. When you install a binary package, though, it seems reasonable that the packager would have enough info to provide at least a minimal canned CPAN.pm config, the exception being which mirror to use.
