Holy crap.
Yeah, the white star looks like a bullet (or at best a badge), not a
control. And the "Vote for this issue and get email change
notifications" text looks like a label for a *section* of controls
(containing only the comments box).
In other words, it looks exactly like something that you should skip
over and ignore without reading. The UI is broken.
