Enhance Cell so that it can contain multiple values at multiple timestamps.
There are a number of issues (for which this is a blocker) which require
returning multiple values for the same column-family:member for multiple
timestamps.
This issue lays the groundwork so that the other issues can be implemented
without major API changes
