Description: There needs to be a mechanism by which master and region
servers can provide the HServerAddress for the root region to
HConnectionManager so that they can use a HTable. (was: The master and region
servers should NEVER use a HTable. HTable is only for client side use. During
cluster startup, for example, there is not enough initialized for an HTable to
work in either the master or a region server.
The master and region server should therefore only use HConnectionManager and
even there should only use very basic operations like getHRegionConnection.)
Summary: Master and Region Server need to provide root region location
