This issue is really about gracefully handling HBASE-921 or similar.
With 921 as an 0.19 blocker, no problem pushing this to 0.20 or beyond.
Question is if what is in that issue is the only cause of this happening, but I
think safe to go with that assumption until we prove otherwise.
