stack reopened HBASE-1042:

Happened again on streamy.com with the above patch applied. Abort did not
trigger. Figured why. The OOME doesn't get converted to an IOE, not until we
make it out into (HBase)RPC#call at #667. Reopening. Let me change the HRS so
that invocations don't assume only IOEs bubble up from the guts of the server.
