We didn't change file system version when we changed format in filesystem.
Version 6 is the 0.19 format.  Version 7 will be hbase 0.20.  We haven't
made the change before this because there was no means of migrating from
version 6 to version 7.  I'll commit version number change along with final
migration script commit.  Will send out a warning and instruction for making
the change manually at same time.
