HBASE-2013.patch
Patch adds helper methods to utility to allow removal of regions during tests.
Also attached is the test itself to show how it is used. This test sometimes
succeeds, sometimes it fails depending on how quickly the region is recovered.
May serve some purpose to some other tests etc.
