Finish the work started in 2414 where we moved RegionServerOperation todo queue
out of Master so we could test its operation independent of cluster operation

2414 made RSOQueue. Need to continue work of making it so I can do testing of
this component independent of a live cluster. Need to remove master from RSO
instances and make it so RegionServerOperations are not responsible for puttint
themselves back on the queue. In involution is hard to follow.
