if the destination path inside the hbase-core jar should just be the root, then 
it really should just be a matter of relocating the files from 
core/src/main/resources/webapps/ up a directory (that is, so 'master' and the 
other directories sits as a directory under 'resources').

any ideas where the redirection happened previously?  I'm not familiar with 
that.
