That's right, so would be kind of weird. But the thing is a majority of use
cases are not using deleteLatest or checkAndPut or incrementCV, so would be
unfortunate to block all writes for limited cases.
Maybe writes that require reads could through the same DegradedModeException
but simple writes would go through in this mode.
