Maybe I can be convinced its not needed but if you look at a 0.20.4 tarball, 
you'll notice all the srcs are included and the build file so if prob., can 
edit source and build new jar set in-situ

Maybe right answer is an assembly that makes a hbase-0.21.0-src.tgz, one that I 
can untar over a binary install that will let me build.

I marked this minor so don't worry about it for now.
