I added apache rat --
http://incubator.apache.org/rat/apache-rat-plugin/index.html -- to our pom.
Run 'mvn rat:check' and it'll tell you if we are in compliance. If you do mvn
site, it'll generate a report of files missing proper headings (I'll attach one
made against current state of trunk).
