Yes, if an operator tries to merge non-adjacents, they'll do damage.
We should add back some smarts that guard against this (If you don't
file an issue, I will).
Now its morning, I'm thinking that the merge tool is fine the way it
is. We haven't encountered this yet but theoretically an operator
fixing a horked table might want to do the seemingly nonsensical merging
of non-adjacent regions.
