This question seems a bit rhetorical, but I'll answer it ;-) For me it's because installing and configuring some software seemed like a much more manageable task than learning a new programming language (that seems very different to any I have seen before), learning the existing structure of a codebase, and then learning how to configure the jabber server anyway in order to write and test the code to control the configuration. Admittedly I have chosen the quick and easy path (sounds like something Yoda would warn against ;-) so I guess I can be accused, rightly, of being a bit lazy and impatient. As you say, the domtool interface would be more useful in the long term to others, but I thought others might feel the same way I do about writing an interface, and I could help them (albeit maybe only a little bit) by writing a wiki page on setting up their own jabber server.
