Oi, it appears something is up with our apache config, or some strange html/http/apache default behavior that needs overriding. The value in your files are, as you showed, utf-8, but somehow the env var is transformed into escapes for the individual bytes as if the were ascii or iso-8859-1. I can dig into it, but assistance from other members would help... I created a bug to track the fix; can you add yourself to the CC for https://bugzilla.hcoop.net/show_bug.cgi?id=971 ? It appears you don't have a bugzilla account until you've filed a bug.
