Do we want this directory tree to be owned by domtool or root?  Root 
ownership would be more normal, but that would require letting Domtool 
run directory creation code as root.  If the tree is owned by Domtool, 
we can run less code with root privileges.  On the other hand, generic 
Debian stuff likes to change permissions on directories that it thinks 
it understands, so it might keep reverting the changes.  Thoughts?
