I'm pretty sure kernel.org holds that title; they're pushing close to 1Gbit/sec these days. Taken as a whole, the network of debian mirrors (which kernel.org also belongs to) is in the same league, and their repository is either a bit bigger or a bit smaller than sourceforge's, depending on how you count.
