I just made my Matlab-based NIfTI tools view HCP surface. You may give it a try. It has a lot of LUT options, and you can load your own LUT file (text file or uint8 binary) if needed.
During the development of the surface view, I realize there may be an error in the file RSN-networks.32k_fs_LR.dlabel.nii from HCP_S1200_GroupAvg_v1 download. The NIfTI hdr dim is: [6 1 1 1 1 64984 4 1], while if the image is reshaped in this way, it is wrong. Reshaping it to [4 64984] looks right, and give it consistent result with wb_view.
