You are correct, releases are not compatible.This was an intended change due to 
some maintenance issues. 

We started publishing compatibility reports for the releases. A link to the 
report is available from http://www.hdfgroup.org/HDF5/doc/ADGuide/Changes.html. 
Or you can go directly to 
http://www.hdfgroup.org/HDF5/doc/ADGuide/Compatibility_Report/CR_1.8.14.html.
