This patch is incomplete, 2 issues:
* It is not updating the WebHDFS spec/doc.
* It is not adding equivalent functionality to HttpFS.
The first issue should be addressed in this JIRA and for the second issue at
least a JIRA should be created (ideally it should be taken as part of this
JIRA).
