Below is a list of code cleanup tasks for BlockPlacementPolicy and its
implementations:
- Define constants for dfs.block.replicator.classname.
- Combine adjustExcludedNodes and addToExcludedNodes: subclasses should always
add all the related nodes in addToExcludedNodes(..).
- Remove duplicated code.
