Currently we use inconsistent data types to specify the internal block indices.
E.g., we use short[] in {{BlockECRecoveryInfo}}, int[] in
{{LocatedStripedBlock}}, and byte[] in {{StripedBlockWithLocations}}. We will
use this jira to unify the data type.
