Initial analysys of Recent test failure in 
{{TestHAAppend#testMultipleAppendsDuringCatchupTailing}}

has found that, if the Active NameNode goes down immediately after truncate 
operation, but before BlockRecovery command sent to datanode,

Then this block will never be truncated.
