This collects a bunch of issues that were identified in testing and fixes all
of them since most of them are one line fixes in diskbalancer command shell.
* Fix bugs in Precondition checks
* Use NodePlan.Parse instead of readPlan(), remove readPlan, GetPlan
* Print out information when a plan is not generated.
* Format plan command output to console.
