Fix For: 0.2.1
HDDS-163 introduced a new dispatcher in the SCM side to send the heartbeat
report parts to the appropriate listeners. I propose to make it EventQueue
based to handle/monitor these async calls in the same way as the other events.
Report handlers would subscribe to the specific events to process the
information.
