{{TestCommitBlockSynchronization}} assumes any exception is the expected
failure, while assuming no exception must be success without any state
verification.
The test also creates mocks that do no input verification, returns values
independent of actual state even after state should have changed, and returns
invalid values such as a block list containing a null
