`refreshHostsReader` should use the latest configuration.
And the current code as bellow:

private void refreshHostsReader(Configuration conf) throws IOException {
if (conf == null) {
conf = new HdfsConfiguration();
// BUG here
this.hostConfigManager.setConf(conf);
}
this.hostConfigManager.refresh();
