We find a potential feedback loop involving MarkedDeleteBlockScrubber.
Delay in block deletion (BlockManager$MarkedDeleteBlockScrubber)
-> Contention causes IOException in the write pipeline
-> Due to high load caused by the block deletion, DN times out.
-> The deletion needs to be retried, causes even more delays.
