Discovered while debugging test failures in HADOOP-19864
Block token support still has "useProtobuf" as a boolean; support for
pre-protobuf era tokens is still there. Time to cut it. It may have been good
during a cluster upgrade, but everyone who plans to upgrade will have done so
by now.
