Hey Dhruba. newInfo.getFileLength is indeed the NN's view of the length, which
is why I think it should be
consistent with lastLocated.getBlockSize - the NN's view of the last block.
Would the NN ever return an
'inconsistent' LocatedBlocks such that the file size has changed but the last
block size hasn't?
