HDFS Federation was static partitioning from what I remember. Even though the 
ambition to move subtrees across namenodes existed during the design phase, it 
never came to fruition.
I'd be quite excited about this work. I ofcourse have my own opinions but I'll 
hold on to them for now. This would be a pretty big chunk of work. I would like 
to know who is signing up to do this. And I don't mean just you Ray!
