This patch makes

* {{FsDatasetImpl#checkDataDirs}} has similar logic as 
{{FsDatasetImpl#removeVolumes}}
* {{checkDataDirs()}} returns a set of failed data dirs, so that {{DataNode}} 
can call {{DataStorage#removeVolumes}} later to remove metadata associated with 
the {{StorageDirectory}}. 

> DataNode#checkDiskError should also remove Storage when error is found.
