The patch looks pretty good to me. Kihwal, I agree on both points. In either 
case the delay is normal if the administrator does not follow the upgrade 
sequence and it is good to err on the side of retaining data.

Would you consider adding the following tests?
# Two successive rolling upgrades.
# Regular upgrade initiated immediately after the rolling upgrade is completed 
to make sure we correctly handle {{RollingUpgradeStatus.finalized}} and 
{{DNA_FINALIZE}} together.
