state in fsimage/editlog then yes that sounds like a good idea. Thanks!
BTW, This idea sounds good for me too. But this going to break the 
compatibility, by breaking the behaviour of keeping the NN in safemode even 
after restart. May break user's scripts/code which does simply restart NN, and 
think NNs will come out of manual safemode.
